$f_b = 266.67 \, \text{MPa}$

Minimum diameter of pulley:
$f_b = \dfrac{Ec}{\rho}$
$400 = \dfrac{200\,000(0.80/2)}{\rho}$
$\rho = 200 \, \text{mm}$
