$\dfrac{V_\text{tank} - V_\text{water}}{V_\text{tank}} = \dfrac{1}{27}$

$27V_\text{tank} - 27V_\text{water} = V_\text{tank}$

$27V_\text{water} = 26V_\text{tank}$
